TECHNICAL GUIDELINES FOR THE CONTROL OF DIRECT ACCESS TO ARTERIAL HIGHWAYS. VOLUME I. GENERAL FRAMEWORK FOR IMPLEMENTING ACCESS CONTROL TECHNIQUES
The document is intended to give highway agencies general guidelines toward a more comprehensive application of direct access controls to commercial properties on arterial highways. Volume I discusses the basic problem dimension, summarizes the evaluation of the 70 identified techniques, and gives a general decision framework for implementation of access controls. Consideration for implementation include: (1) comprehensive policy development; and (2) the selection of techniques to counteract operational problems on existing highways.
