AUDIT NOTES 'AVOIDABLE' CHANGES
A legislative audit of recent highway projects in the state of Washington found that the average cost overrun of 10% was similar to other states, but the auditors also found that about one-third of the total number of change orders, or $35.4 million, could have been avoided. They were caused by inadequate field investigation, unclear specifications, plan error, design change, or mistakes by a construction engineer. A large portion of change orders are desirable in that they correct work inefficiencies that can result in savings and therefore add value to a project, but about $3 million per year can be saved by cutting back on the "no value added" change orders, the audit reports.
