PROPOSAL FOR A DRIVING LICENCE REFORM

The rules which apply - how one obtains and loses a driving licence - affect about 5 million licence holders in Sweden. For this reason, the regulations ought to be as clear and easy to understand as possible. The proposals in this final report have as their starting point the assumption that the driving licence regulations must be simpler and clearer and must also promote uniformity of application. They must also be drawn up in such a way that the driver of a road vehicle is left in no doubt concerning the importance of complying with road safety requirements. The proposals cover the following points: (1) Simplification of the structure of the law relating to driving licences; (2) Abolition of the permit requirement before a driving licence is issued; (3) A new system for action with regard to driving licences; and (4) Commercial vehicular traffic.
