TRANSPORT FUND DRAWS CRITICISM
The Clinton Administration is proposing a new type of transportation fund that it hopes will get around the budget agreement's spending caps. The Transportation Fund for America, included in President Clinton's fiscal 1999 budget, would combine federal highway, transit, road safety, and aviation spending, and would apply to new enacted revenues, including hikes in the federal gas tax. Some officials have blasted the plan as "a rubber checking account" for transportation. There are other proposals to boost transportation dollars, including a plan to take trust funds off budget.
