THE FINANCING OF TRANS-EUROPEAN TRANSPORT NETWORKS

This working document, which updates an earlier version dated 1994, was prepared by the European Parliament's Directorate-General for Research, and forms part of its research programme. In 1995 and 1996, respectively, the financial regulations and Community guidelines for developing trans-European networks (TENs) were adopted, but the problem of funding the TENs, especially for transport, has become more difficult. Thus this document concentrates on the financing of the TENs, but also attempts to evaluate the overall situation for priority projects. Solutions may be sought by transferring public funds to transport from other sectors, or by channelling private funds into the TENs and creating the conditions for making them profitable. There are various other intermediate possibilities. Successive sections of the document cover: (1) the legal framework, including TENs within the Treaty on European Union and the legal aspects of private sector investment; (2) the objectives and definition of the TEN projects, including a list of 14 priority transport projects; (3) the costs and benefits of the projects; (4) national funding; (5) Community funding; and (6) private participation. Finally, there are brief discussions of profitability, a proposal about tied-up capital, and the risk aspect.
