ROAD TRAFFIC MANAGEMENT STRATEGY

This article presents South Africa's Road Management Strategy (RTMS), whose main purpose is to reduce road accident fatalities by 10% by the year 2000. It will have full consultation between national government, provincial governments, and local authorities. A Road Traffic Safety Board (RTSB) has been established, to support the RTMS; help to identify, formulate, and prioritise safety projects; monitor progress; and give direction to the implementation of the RTMS. The National Minister for Transport and provincial MECs for Road Transport and Traffic are responsible for traffic control and policing. The article also covers the following other aspects of the RTMS: (1) professionalism in traffic control; (2) the Traffic Control Management Model (TRAFMAN); (3) SOS Highway Patrols; (4) Traffic Operations Monitoring and Control (TOMCS); (5) Traffic Control Centres (TCCs); (6) incident management; (7) adjudication of traffic offences; (8) road traffic legislation; (9) the National Traffic Information System (NATIS); (10) vehicle testing stations; (11) education, communication, training, and testing; (12) road and traffic operations management systems; (13) Critical Offences Management Programme (COMP); (14) research; (15) financing; and (16) implementation, monitoring, and reporting.
