URBAN TRANSPORT PROBLEMS IN JAPAN. A DISCUSSION
The article is a discussion of the causes, effects and possible solutions to the traffic congestion in Japanese cities. It is argued that a major cause has been the failure of road construction to keep pace with the increased volume of traffic. Uncoordinated government administration is also blamed in it's failure to control rapid urban growth and reconstruct secondary roads. Roads in suburban areas are inadequate, many only 6m wide. The problem of congestion caused by the interaction of local and through traffic is analyzed. One serious problem is that road planning has always been conducted in retrospect rather than in anticipation. Route planning of new roads in Tokyo is criticized. Methods used to control traffic flow and create safe urban environments for pedestrians are examined. Reasons are given for the lack of transport experiments in Japan. It is agreed that a new realistic approach on a broad front is required to solve the problems. /TRRL/
