DBFO - VALUE IN ROADS. A CASE STUDY ON THE FIRST EIGHT DBFO ROAD CONTRACTS AND THEIR DEVELOPMENT

This case study aims to survey the structure of, and process used for, the first Design, Build, Finance and Operate (DBFO) road projects in England. It also shows how the DBFO concept is evolving while the Highways Agency (HA) of the Department of Transport (DOT) proceeds with further DBFO projects. This report reviews the HA's eight DBFO projects that have already been brought successfully to a financial conclusion, and lists six more HA DBFO projects. A map shows the locations of all 14 projects. The nature, structure, and financing of DBFO contracts are discussed, together with the risks of DBFO contracts, project approval and management, the tendering process, and communication of information about the projects to the public. DBFO contracts have accelerated the introduction of cost efficiencies, innovative techniques, and whole-life cost analysis into the design and construction of road schemes and the operation of roads. The full potential of DBFO schemes will be achieved only when the private sector assumes some planning risk. The risk allocation on DBFO contracts has been encouraging, and DBFO contracts have delivered value for money. A road operating industry is developing. Discussion of the issues raised in the case study is invited.
