EVALUATION OF DECENTRALIZED VEHICLE REGISTRATION AND DRIVER LICENSING: VOLUME II: TECHNICAL REPORT

Pursuant to the requirements of Pennsylvania General Assembly House Bill 2751 of 1992 (Act 166 of 1992), the Pennsylvania Department of Transportation (PennDOT) is required to study the use of a range of options for decentralizing the Department's vehicle registration and driver licensing activities. The legislation mandates that PennDOT investigate the methods other states use for decentralized vehicle registration and driver licensing services, opportunities available for providing these services in Pennsylvania through the use of private entities, and the available technological means to provide decentralized services. In addition, PennDOT must institute at least three pilot programs utilizing private entities to provide the decentralized services. PennDOT must report the results of these activities to the General Assembly by November 30, 1994. This technical report provides the results to date of these activities. The decentralized services (pilot programs) that were evaluated are third-party host services at car dealers, main frame computer access for messenger services, self-service telephone renewals, decentralized driver information services, community driver licensing offices, and self-service terminals.
