PUBLIC INVOLVEMENT IN PROGRAM DEVELOPMENT AND DELIVERY

Because of the increasing need for funds for rehabilitating and expanding its transportation infrastructure system, coupled with an unprecedented competition from non-transportation uses, Ohio developed a two-pronged approach that included (1) the development of new and innovative ways to finance infrastructure improvements including defining all of the stakeholders of transportation and having them contribute to its financing, and (2) the initiation of ways of getting the message out to the public about transportation and the need to find new sources of funds to help preserve and maintain the system. This paper focuses on the second approach which included (a) ACCESS OHIO public listening sessions - the genesis for using public participation to develop the long range multimodal transportation plan, (b) furthering public participation through focus groups, and (c) public participation in the project selection process and in the development of a scoring system which drives the Statewide Transportation Improvement Program (STIP).
