THE U.S. MARITIME SATELLITE PROGRAM: ITS PAST, PRESENT AND FUTURE
This paper describes the past accomplishments, current plans, and future objectives of the Maritime Satellite Program. The program is sponsored by the United States Maritime Administration and has been operated with the cooperation of participating United States shipowners. The satellite system's design criteria, learned from operation aboard ship, are discussed. The current program phase (Phase IV) will utilize the Marisat system for ship operation applications. A primary goal is to determine the economic benefit that can be realized by shipowners in the management of their operating fleets. Benefits include more efficient ship operation due to an almost real-time reporting of ship operating performance such as fuel consumption rate, engine room data and cargo conditions. An assessment of the value of such data will be made using the resources of the Maritime Coordination Center at the National Maritime Research Center, Kings Point, New York, and the independent analysis of the U.S. shipping companies participating in the program. With an eye to future requirements, the program plan also includes investigation of extended capabilities of the current and future Maritime Satellite Systems. These include wideband operation and the use of high speed facsimile, as well as navigational functions for position locating and reporting.
