RESEARCH AND TESTING FOR ITS DEPLOYMENT AND OPERATION

"Realizing the Future" - the theme of the recent World Congress on ITS - reflects an increasingly popular theme in the ITS community. The theme implies understanding of the issues. It says that we know ITS works, and that we know how to deploy it. The authors, although they agree that deployment is the ultimate goal of ITS research and funding, do not believe that there is full knowledge of how, why and when to deploy specific ITS functions. They believe that continued research and testing is necessary to assure effective future deployment. This article identifies critical needs for research and testing, especially as driven by the unique character of ITS deployment, and is based to a large degree on the author's experience in California's PATH research program.
