RISK REDUCTION FOR VULNERABLE ROAD USERS. THIRD REPORT OF THE TRANSPORT COMMITTEE
'Vulnerable' road users include: pedestrians, cyclists, motorcyclists, and horse riders. The House of Commons Transport Committee wished to establish whether reductions since 1987 to vulnerable road user casualties in the UK were because they were travelling in a safer environment, or only because the dangers had prevented these users from travelling. It also wished to determine the desirability and likely effects of measures taken by the Government and others, which encouraged people to walk and cycle, and to examine how to reduce the level of risk experienced by vulnerable road users. Thus the two main parts of this report addressed the following questions: Should travel by vulnerable modes be promoted? How can travel by vulnerable modes be made safer? The report includes 17 main conclusions and recommendations. For example, it recommends that the Department of Transport (DOT) should: (1) commission studies to determine the benefits of a shift to vulnerable modes for other modes, especially car travel; (2) undertake a cost-benefit analysis assessment of a sample of local authority proposals: (3) promote a shift to vulnerable modes for shorter journeys, while making it safer to travel by them; and (4) formulate a national strategy and plan for achieving the road safety goals recommended by the Committee.
