The market wants a public transport, but the willingness to use it actually is low. The operating costs of public transport are only considered when the increase of tariffs are discussed. But can public transport compete with the car, in particular on short distances? This paper discusses the possibility for the financing by the central government not only for the vehicle mileages but also for the number of passengers of the public transport.
