This document is primarily a user manual for the computer cost-benefit analysis program COBA. Cost-benefit analysis was first applied to trunk road investments in the 1960's and the DOT introduced its computer cost-benefit analysis program COBA in the 1970's. COBA is used to compare the costs of road schemes with the benefits derived by road users, and expresses the results in terms of a monetary valuation. The technical details of COBA10 are presented in this manual, which is the fifth version of the COBA prgram to be used in taking decisions about trunk roads.
