TIME IS RUNNING OUT
The adoption of the International Safety Management (ISM) code means that every ship, including mobile drilling units of 500gt, will have to comply with Chapter IX of the International Maritime Organization Solas regulations at least by the year 2002. The code concerns ships' crews ability to understand and manage safety equipment and systems onboard their vessels. This article discusses several points raised by the ISM code, including: will the capacity to carry out initial certification of all the vessels in time be sufficient?; will the shipping companies be ready in time?; who undertakes the audits?; are flag states as pro-active as they should be in taking responsibility for the exercise?; and has the audit led to an influx of extra surveyors?
