THE ECONOMICS OF TRAFFIC NOISE ABATEMENT
Environmental impact compensation is considered, the United Kingdom (U.K.) Land Compensation Act, 1973 is examined, and the principle of a charge on noise is discussed. It is suggested that highway noise polluters be taxed and victims be paid compensation. Compensation may be in kind (physical changes that will eliminate or diminish the effect of pollution) or money (to complement compensation in kind). The question of who should be compensated and when is also considered. The U.K. Land Compensation Act is discussed in regard to: the powers of highway authorities to acquire land in addition to that required for the development, and to execute certain works on it in order to mitigate physical factors; the provision of grants to insulate properties from noise; compensation; and the cost of implementing these provisions. With regard to taxation and regulation, the best solution is seen as the addition to the existing regulation, some economic incentive for constructors to reduce the noise of vehicles and of loads. The resolution of problems associated with initiation of regulations, the tax, and the implementation of the strategy are also discussed.
