CONTRIBUTION TO THE DISCUSSION ON THE SEA-TRADE ROUTE COSTS WITHIN THE MARITIME TRAFFIC SYSTEM

Maritime traffic is considered as a complex dynamic system within which, through a horizontal analysis, some subsystems have been identified, representing traffic and port activities as well as the construction and exploitation of the sea route. This only confirms theoretically that the cost of traffic services offered in sea transport must include the cost of the construction and exploitation of the sea route. Furthermore, the sea route marking and maintenance costs are determined, as well as methods of dividing sea route costs among its users. The author refers to the theoretically sustained statement that one of the most important instruments within the national maritime policy is the use of the appropriate method of dividing sea route costs among its users. The statement is proved by the shipping industry cost estimate analysis method, where, taking as an example, three ships engaged in the liner, tanker and tramp market estimate the valuable rate of cost of the sea-trade route within the cost estimate of a line service and a voyage charter. Finally, a recommendation is given to shipowners to separate analytically their cost estimates of sea route costs within different countries from port tariffs, since the former represent a very high value. They could then achieve a keener price policy.
