MARINE POLLUTION FROM HAZARDOUS CARGOES
The transport of hazardous cargoes is a factor essential for maintaining the quality of modern living conditions. Sea transport is acknowledged as the most economical, efficient and effective way of moving large quantities of cargo and, for some, the only way. This paper describes the international regulatory background and framework within which it takes place by sea, with minimum risks to the marine environment, and discusses the potential for some simplification.
