THE ROLE OF THE TRAFFIC ENGINEER IN NOISE INSULATION STUDIES
This paper outlines the administrative and technical problems that may be encountered in the implementation of the noise insulation regulations 1973 and 1975. It discusses the meaning of the legislation, and the background to its introduction. Examples are given of circumstances where the regulations are applicable, and those where they are not. Noise measurement techniques are outlined for free flow or non-free flow conditions. Theoretical predictions of noise levels are illustrated and formulae given for their calculation. Methods are given for dealing with present and future traffic flows. The 1975 regulations set more stringent conditions for establishing eligibility for noise insulation. Prediction techniques are the preferred method for both free and non-free flow traffic conditions. The authors conclude that noise abatement and control will be a major consideration in future highway designs. /TRRL/
