THE LOCAL BUS MARKET: A CASE STUDY OF REGULATORY CHANGE

The book is an attempt to explain the regulatory cycle the industry has been going through in Britain as a result of the 1985 Transport Act, to gain a better understanding of the economic characteristics and suggest future regulatory policy. The background to regulation from the 1930 Road Traffic Act is covered in an introduction. The economic arguments for regulating bus services are analysed and the planning policies that emerged during the period of regulation are described. The political economy leading to the introduction of the 1985 Act and bus deregulation is outlined. Some of the economic characteristics of the deregulated market are analysed with a preliminary assessment of the outcomes. The issues of residual regulation remaining in the deregulated regime are examined, including some of the planning issues. The effect of the first ten years of bus deregulation is assessed.
