A REVIEW OF SAFE ROUTES TO SCHOOLS

This report considers various aspects of the provision of safe routes to schools, and includes a bilbiography. It begins with a historical review of varying attitudes to the provision of safe routes to schools, by applying traffic calming measures for residential areas, including speed limits and changes in street layout, developed in the Netherlands, Germany, Denmark, and other European countries. In the UK, there was much interest in the mid-1980s, but it only revived properly around 1992. The report surveys identifed UK safe routes to schools projects in various stages, ranging from those in progress to those being considered. It gives a sample of replies from local authorities to requests for information on safe routes to schools. It presents the main findings of searches of relevant literature in the UK, the USA, and Europe. In the author's view, the most important and impressive UK literature, came largely from the 1985 Sustrans Safe Routes to School project and associated promotion by Friends of the Earth. He also identifies five other publications of special importance, and specially recommends early 1990s work by Leicester City Council Planning Committee. Relevant education contacts and materials in the UK are listed, together with some key contacts in Denmark.
