TRAINING TRUCK DRIVERS

This report presents an analysis and review of current regulatory practices for the issuance of driver licenses for drivers of heavy freight vehicles. It also deals with the human factors of the road transport industry and the organisational elements of training structures as related to heavy freight vehicles. The challenges facing the road transport industry and how it deals with its human resources, lie in the application of measures producing measurable output in a relatively low-cost environment and that can be applied throughout the industry as a whole. The study was started in 1993 by a Scientific Expert Group of the OECD Road Transport Research Programme with the objective of evaluating current practices in truck driver training and evaluation and the identification of training and evaluation issues that could have a positive impact on road safety. The report consists of the following chapters: Chapter I - Introduction; Chapter II - Human factors and corporate culture; Chapter III - Review of national regulations and controls; Chapter IV - The training factor; Chapter V - Technological directions in training and evaluation of truck drivers; Chapter VI - Conclusions and research orientation. The report provides functional and operational information for the road freight transport industry and governmental agencies. Directions for future emphasis actions and research developments are outlined. (A)
