A STATISTICAL PROCEDURE TO ANALYZE PARTIAL LICENSE PLATE NUMBERS
This paper presents a statistical procedure to estimate the number of vehicles passing an initial checkpoint that will pass a subsequent checkpoint, where only the last three digits of the license plate numbers are recorded at these checkpoints. Confidence intervals for the number of initial checkpoint vehicles that pass the subsequent checkpoint are given, as well as a validation of the procedure using data where the entire license plate numbers were recorded. It is concluded that statistically reliable estimates of travel parameters can be obtained without the recording of entire license plate numbers. Thus, periodic roadside license plate surveys when designed accordingly can decrease survey time and necessary manpower. (A) /TRRL/
