THE RAILWAY LABOR ACT

This book is a treatise on the Railway Labor Act (RLA). It is intended to be a balanced, fair, and comprehensive discussion of the principal RLA issues. No attempt is made to resolve or opine on unsettled questions under the Act, but these questions have been identified. Each chapter was drafted and edited by teams comprised of equal numbers of carrier, union, and neutral Airline and Railway Labor Law Committee members. The contents are organized in the following seven chapters: (1) Introduction; (2) Selecting a Bargaining Representative; (3) Protection of Employees' Right of Self-Organization; (4) Negotiation of Collective Bargaining Agreements; (5) Enforcement of Collective Bargaining Agreements; (6) Exercise of Economic Weapons; and (7) Accommodating the RLA to Other Laws. There are three appendices: (A) Text of The Railway Labor Act; (B) The National Mediation Board Rules; and (C) The National Mediation Board Representation Manual. The appendices are followed by a table listing the cases referenced in the text. An index is provided.
