JAPANESE AND EUROPEAN WINTER MAINTENANCE TECHNOLOGY AND A PROPOSAL TO ESTABLISH A NATIONAL WINTER MAINTENANCE PROGRAM
It has been recognized that snow and ice control operations in the United States differ from those used in other countries. A Winter Maintenance Panel was organized and visited Japan and Europe to study these differences. This paper describes some of these differences. The panel at the end of the trip prepared a brief interim summary with technology transfer recommendations. A more comprehensive report is being prepared. It is envisioned that the National Winter Maintenance Policy Coordinating Committee and the TRB Snow and Ice Technical Working Group will actively develop research problem statements and provide directions for further winter maintenance research.
