MANAGEMENT AND FINANCING OF ROADS: AN AGENDA FOR REFORM
The author discusses the road maintenance initiative in Africa, a program managed by The World Bank. First he addresses the regional context, the impact of poor road maintenance, and the superficial causes of poor road maintenance. He highlights the solutions that they have come to under the road maintenance initiative, and identifies the real causes of poor road maintenance. He discusses how to win public support for more road funding, and concludes with how to channel funds securely to a road sector.
