USING GIS TO SAVE STATE DOLLARS BY MATCHING PETROLEUM CONTAMINATED SOIL WITH ROAD CONSTRUCTION PROJECTS

Leaking Petroleum Storage Tanks (LPST) produce large quantities of non-chlorinated petroleum contaminated soils (PCS). Disposal costs associated with these soils can be high, depending upon the selected disposal method. In some cases, minimally contaminated soil is used for cover in landfills, while greater concentrations require incineration or solar photolytic treatment in windrows. At the same time, there is a need for fill dirt in road and highway construction. This fill dirt is used as foundation beneath highways whose concrete cap acts as a seal from the environment, or as aggregate constituents in concrete and asphalt mixing. PCS could be used in selected road construction projects, thus providing a safe disposal method for soils from LPST projects and no-cost fill dirt for transportation projects. A GIS-based graphic user interface has been developed to sort LPST disposal requirements and available transportation-use opportunities. Substantial numbers of state and private dollars could be saved if such a system were adopted.
