DESIGN-BUILD PROCUREMENT INNOVATIONS: THE BENEFITS EXCEED THE CHALLENGES
Lack of sufficient government funding in building and renovating infrastructure has led to creative contract procurement methods. In Orange County, California, two large toll road projects under the direction of the Foothill/Eastern Transportation Corridor Agency and the San Joaquin Transportation Corridor Agency were completed successfully via the design-build method. This article describes the projects comprising 113 km (70 mi) of toll roads that were planned, designed, financed, and constructed using the design-build method. The method minimizes project development costs; reduces change orders; provides contractor "guarantees"; allows for risk sharing with contractors; allows provision for liquidated damages commensurate with impacts to the owner; and shortens the overall project delivery time. The success of the California contracts bodes well for the use of the design-build method in the future.
