RECOMMENDATIONS FOR ISTEA 2
The Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) expires September 30, 1997. ISTEA represented a major shift in the provision of federal aid for highway, safety, and transit programs. The Institute of Transportation Engineers (ITE) has developed recommendations for the reauthorization of the ISTEA or ISTEA 2. This article presents ITE recommendations, which represent a consensus of those who participated in the development process. The recommendations are designed to provide members with an overview of the ITE approach as the United States Congress initiates reauthorization of ISTEA. This document will serve as the basis for developing testimony for selected hearings both in Washington, D.C., and in the field. The recommendations are compiled in the following manner: 1) guiding philosophies; 2) structure of programs; 3) traffic, safety, and intelligent transportation systems; 4) planning and research; and 5) transit.
