ROADWAY CONGESTION INDEX POINTS TO CONTINUING PROBLEMS
A roadway congestion index developed by a Texas Transportation Institute researcher indicates that traffic congestion continues to be a serious problem in 50 urban areas across the United States. This brief article reveals the most congested areas and reports that solutions to traffic congestion must be multimodal--simply initiating new road construction is not enough.
