A PERMIT SYSTEM FOR TRAFFIC RESTRAINT
This paper commences with a discussion on the need for, and objectives of, traffic restraint in the centres of large cities. Alternative methods of control are discussed, including the present use of parking controls. The paper concludes that parking controls cannot achieve these objectives. The main part of the paper describes a control system suitable for the centre of a large city. The system relies on the distribution of permits to selected users and the purchase of permits for occasional users.(a) /TRRL/
