THE LONDON CONGESTION CHARGING RESEARCH PROGRAMME. 4. THE TRANSPORT MODELS

This is the fourth of six papers describing the work of the Government Office for London's Congestion Charging Programme. It describes the transport models underlying the assessment methods, and summarises the research to support the models. Most of the modelling was done using a purpose-built 'strategic' model APRIL (Assessment of Pricing for Roads in London), whose description covers most of the paper. The other models used in the assessment (LTS, WILTRAM, and LASER) are described briefly. Substantial work was also done to create appropriate base data, and the main details of its procedure are given. APRIL is an incremental equilibrium model, which predicts changes in travel, resulting from a wide range of policies associated with congestion charging. It distinguishes four home-based and two non-home-based journey purposes. Its transport network representation, treatments of demand and supply, calibration, and sensitivity tests are described. LTS is a multimodal transport model for the London area, based on 1981 travel surveys and providing forecasts for 1986, 2001, and 2011. WILTRAM (West Inner London TRAffic Model) covers West London out to and including the M25 motorway. LASER is an interactive land-use and transport model.
