ELECTRONIC SYSTEMS ASSIST TRANSPORTATION ISSUES

This introduction to the Intelligent Systems Supplement identifies and discusses the key issues arising in how electronic systems can be applied to address major transport problems. This field is variously known as Advanced Transport Telematics (ATT), Intelligent Transport Systems (ITS), or Transport Informatics. The questions considered are: (1) What are the real needs of transport system users? (2) When and how might these needs be addressed, at what cost? (3) Who will pay for ITS/ATT systems? (4) Are the right organisations and institutions present to provide the required services? (5) What scale of ITS/ATT benefits can be achieved? (6) Is ITS/ATT the only way forward for transport in the longer term? (7) Where is the UK placed in the worldwide ITS/ATT market? and (8) Does the UK need a nationally planned approach to the implementation of ITS/ATT, or will the individual actions of leading participants and/or private companies enable the market approach to succeed? In the other articles in this Supplement, leading people from government and industry offer their views and some of the answers. The author hopes that they will focus ideas on how the UK can obtain a lead in deploying ITS/ATT in transport policy and industrial competitiveness.
