A FEASIBILITY STUDY OF DEVELOPING THE EDMONTON SOUTHWEST RING ROAD AS A PUBLIC-PRIVATE PARTNERSHIP PROJECT
The concept of public sector forming partnerships with private sector in joint ventures is not new. However, the traditional role of private sector in public works projects is usually limited to provision of design and construction services. The public-private partnerships are now expanding into areas of project financing, risk sharing, facility ownership, maintenance and operation. Collaborating with the City of Edmonton and with the assistance of Price Waterhouse, Alberta Transportation and Utilities undertook a case study to assess the feasibility of public-private partnerships in transportation infrastructure in Alberta.
