DEVELOPMENT OF A PROTOTYPE INTEGRATED MANAGEMENT SYSTEM
The Intermodal Surface Transportation Efficiency Act (ISTEA) recognizes the need for coordination of the management systems and offers supplementary information to its regulations that encourages integration. The Florida Department of Transportation (FDOT), in acknowledgement of a complex multimodal transportation system in Miami, has taken advantage of the flexibility and opportunities afforded by the ISTEA to develop an integrated management system for Metropolitan Dade County. By developing this integrated system, the FDOT is developing a process that will improve the quality of information provided to decision makers and enhance the statewide and metropolitan planning process. The Integrated Management System includes 6 component management systems, and a traffic monitoring system. Specifically, these are: 1. Pavement Management System; 2. Bridge Management System; 3. Highway Safety Management System; 4. Traffic Congestion Management System; 5. Public Transportation Facilities and Equipment Management System; 6. Intermodal Facilities and Systems Management System; and 7. Traffic Monitoring System. The focal point of the Integrated Management System is a centralized Decision Support System (DSS), which will be an integrated relational database connected to a Geographic Information System (GIS). The DSS will be the primary database and analysis tool used in meeting the management system requirements. Though it will be capable of performing a number of analyses, the predominant use of the DSS will be the display of information in graphic and report format to be incorporated into the transportation planning process.
