STANDARDS AND METHODS FOR MINIMIZING UNDERGROUND UTILITY CONFLICTS
The joint use of public right-of-way (ROW) to accommodate utility facilities benefits many people and organizations, but that use must not interfere with the primary purpose of the highway. This article addresses the issue of utility conflicts and damages that occur during construction because of the joint use of the ROW in the State of Arizona. This article reports the results of a survey that examined the various utility standards, tools, methods, and technologies currently being employed in conflict and damage avoidance. The survey revealed that despite some agencies' involvement in the development of technological tools and devices and efforts to improve communication and technological dissemination, problems with utility conflicts and damages continue.
