EVALUATION FRAMEWORK FOR THE ITS ARCHITECTURE DEVELOPMENT PROGRAM

The Federal Highway Administration (FHWA) has been engaged for some time in the development of a national architecture for Intelligent Transportation Systems (ITS). This paper recommends an ITS evaluation framework that is suitable for use in the Architecture Development Program. The paper begins with a brief discussion of the role of the Architecture Program in guiding future ITS implementation decisions. Although the DOT is funding the development of the national architecture, it is the many state and local transportation agencies, other public agencies, private industry, and consumers who will be the true owners and operators of ITS. The success of ITS and the architecture program will depend on future decisions to be made by these many diverse stakeholders. A key theme of the paper is that evaluation should be used to support these decisions (as well as the decisions made in the Architecture Development Program). The proposed evaluation framework recognizes the differing levels of detail that must be addressed, from the general architecture to a specific implementation (or system design). The last main section provides some examples of decisions that will need to be made in the process of ITS implementation.
