EARLY DEPLOYMENT PLANNING IN A COMPLEX INSTITUTIONAL SETTING: THE SAN FRANCISCO BAY AREA ITS EDP
The Metropolitan Transportation commission is the lead agency for preparing an "ITS Early Deployment Plan" for the nine-county San Francisco Bay Area. The ITS EDP is part of a larger effort to focus the efforts of transportation agencies on cooperatively managing the region's surface transportation system. The planning effort attempts to recognize the region's complex institutional structure and multiple transportation stakeholders, which include hundreds of local agencies and myriad citizen advocacy groups, business coalitiions, labor unions, and firms in the ITS business. Within this context, formation of partnerships to consciously manage the metropolitan transportation and deployment of ITS are complementary goals.
