LOCAL ITS DEPLOYMENT AND CONSENSUS BUILDING: THE METROPOLITAN PLANNING ORGANIZATION'S ROLE IN ITS DEVELOPMENT IN THE CHICAGO REGION

This paper discusses some important institutional issues associated with the role of a Metropolitan Planning Organization (MPO) in the regional ITS development process. The Chicago Area Transportation Study (CATS) is the MPO for northeastern Illinois. This paper describes the major transportation issues facing northeastern Illinois and the status of ITS development in the region, discusses regional needs as identified through the scoping process, and reviews the importance of coordinated planning through the MPO process particularly in those areas where there is extensive, on-going ITS activity. CATS expects to facilitate this coordination and develop the SEDP through a consensus building approach which recognizes the objectives of the participating organizations, which is responsive to user needs, and which involves public-private sector partnerships in the development and delivery of the regional ITS program.
