ITS EARLY DEPLOYMENT PLANNING: THE RESEARCH TRIANGLE EXPERIENCE
This paper presents the process and findings of an ITS early deployment planning study for the Research Triangle Region in North Carolina. The methodology used in this study parallels the one recommended in the National Program Plan developed by FHWA and ITS America. The study focuses on both technical and institutional components of an early deployment plan, culminating in the development of benefit-cost ratios for alternative scenarios for deployment. The methodology emphasizes the need for early and frequent participation of all stakeholders in the plan. A technical committee consisting of public and private sector representatives provided insight and oversight on all aspects of the study, ranging from the specification of needs to concurrence on the final short and medium range projects.
