DETERMINING TRAFFIC INFORMATION ZONES FOR THE I-95 NORTHEAST CORRIDOR

Reducing the flow of traffic into an incident affected area is of primary importance and real-time, reliable and consistent incident information must be provided to motorists to allow them to make informed travel decisions. Since Variable Message Signs (VMS) and Highway Advisory Radios (HAR) are the primary motorist information dissemination devices used in the I-95 Northeast Corridor, the I-95 Corridor Coalition requested the development of coordinated strategies for the use of VMS/HAR in the corridor, to furnish motorists with real-time and reliable information. In developing these strategies, it was recognized that motorist information needs vary according to their location in relation to an incident. One of the primary concerns therefore, was ensuring that every motorist was provided with the correct information required to make an informed decision. This paper describes a procedure used to partition an incident area into information zones and discusses the information to be provided to each of these zones based on the information needs of motorists. Further, the procedure is extended to include multiple incidents and develops a priority for messages on VMS/HAR devices during the occurrence of multiple incidents.
