ANALYSIS OF AUTOMATIC VEHICLE LOCATION AND NAVIGATION SYSTEMS BUILT WORLDWIDE
Over the period of the last 6 years, the author has identified over 270 automatic vehicle location and navigation (AVLN) systems being built around the world. The majority of them have flourished within the last 5 years due to the emergence of low cost communications, the development of digital maps for road networks, and the coming of global positioning systems (GPS) with the full constellation being implemented in 1994. However, new systems that do not employ GPS are emerging. Radio determination satellite service (RDSS) and terrestrial-based systems employing paging, infrared beacons, cellular, and FM radio signals are giving GPS some competition. The author has identified five main types of systems: autonomous, advisory, fleet management, inventory, and portable. An analysis of the system types with regard to country of origin and associated trends for Japan, North America, and Europe are given. Various other statistics associated with the five types of systems will also be included. This paper describes the positioning technologies used in these systems; the communications and map technologies are mentioned briefly. Market niches are described along with particular AVLN systems that have been designed to fulfill a specific set objectives and functions. The paper concludes with a brief discussion of why different countries have approached the problems related to intelligent transportation systems in different ways.
