A SYNOPSIS OF THE ITS AMERICA/NHTSA WORKSHOP ON ITS SAFETY EVALUATIONS
Intelligent transportation systems (ITS) intend to enhance surface transportation safety, efficiency, and comfort via advanced technologies. ITS evaluations must include a consideration of the safety consequence of specific ITS technologies for the driving public. On May 1-2, 1995, the ITS AMERICA Safety and Human Factors Committee and the National Highway Traffic Safety Administration (NHTSA) held a workshop on ITS Safety Evaluations to better understand the goals, methods, and lessons-learned in safety evaluations so that the state-of-the-art may be brought to bear on demonstration projects and developmental tests. The workshop began with tutorial papers on safety evaluations, followed by case studies. The second day consisted of break-out sessions and group discussions to allow workshop participants to explore issues and suggest methods to further the science and art of safety evaluations for the ITS areas of advanced traveler information systems (ATIS), automated highway systems (AHS), and automatic vehicle control systems (AVCS)/crash avoidance. Tutorial topics included: Overview and Methodologies of the ITS Safety Evaluation Process; Moving From Measures of Performance to Measures of Effectiveness; Estimating Safety Impacts for Full Deployment of an ITS; and United States Department of Transportation's Approach to ITS Safety Evaluations. Case studies included: The Safety Evaluation of TravTek--European Experience in Safety Evaluations of Collision Avoidance Systems; Evaluating the Safety of Air Bags--Lessons Learned for ITS; and Precursor System Safety Analysis of the Automated Highway System. This paper summarizes the papers and discussions of the workshop.
