MULTIJURISDICTIONAL PROJECT EVALUATION IN CHATTANOOGA URBAN AREA
The authors of this paper develop an analytically objective, quantitative method for use in ranking publicly funded transportation improvement projects. In the past, politics have influenced greatly the decision-making process for evaluating transportation investment. A more appropriate, empirical approach would be useful in optimizing the functional effectiveness of publicly invested funds in achieving the maximum benefit for the traveling public. While this discussion focuses on the local level, it can be applied to any level of government decision making, including federal, state, and regional activities involving policy and allocation issues. The methods developed for optimizing public transportation monies are not presented as a substitute for political decision making, but rather as a framework for objective project prioritization, and are developed and demonstrated utilizing a local multistate metropolitan planning organization example in Chattanooga, Tennessee.
