ADVANCED TRANSPORTATION AND PARTNERSHIPS - THE CALIFORNIA MODEL
In California, as in all states, fiscal constraints limit the potential growth of intelligent transportation systems (ITS). Also, the state is geographically huge, multifaceted and jurisdictionally complex. This diffusion of decision making entities is one of the most formidable barriers to system-wide deployment of ITS. These agencioes have little history or incentive to work cooperatively to establish integrated systems, common standards and protocols. The challenge was to build a large scale independent but collaborative organization encompassing all of the players and representing the interests of both public and private sectors. The authors describe the mission and aims of Project California and its flagship group, the California Alliance for Advanced Transportation Systems (CAATS). This project in partnering intends to make California a model state for ITS in America.
