MEETING THE ITS CHALLENGES IN ISTEA 2
The Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 launched a new era in transportation. ISTEA brought a new focus on policy and provided leaders with innovative methods for addressing the nation's critical and changing transportation needs. One of those innovations was ITS - intelligent transportation systems. As Congressional debate begins on reauthorization, the authors suggest that a bipartisan lack of awareness of ITS and its benefits could endanger the program's future. They argue that a comprehensive information effort is needed to change perceptions on Capitol Hill.
