TRANSPORTATION FORUM NO. 6 TRANSPORTATION USER PAY SYMPOSIUM. SUMMARY OF PROCEEDINGS

Some 120 representatives of government, the transportation industry, shippers and academics/consultants met for one and a half days to examine the concepts and associated issues if transportation users were to pay the full costs - or an increased share of the full costs - of the infrastructure, services and societal impacts involved in providing transportation. Increased user charges would reduce or replace direct government support to transportation and would recover "external" costs (e.g. pollution, health care, policing) imposed on society but not generally taken into account by the market as a transportation cost. The trucking industry, air transport industry, marine transport industry, and automobile users were also represented at the symposium.
