THE APPLICATION OF SAFETY AUDIT PRINCIPLES AS A MEANS OF ACCIDENT PREVENTION
In the past, the emphasis in engineering based road safety work has been on accident reduction; that is the introduction of remedial measures at sites with high numbers of accidents. More recently, the engineering profession has turned its attention to accident prevention; that is ensuring that the design of highway and traffic schemes are such that accidents are prevented from happening in the first place. This latter technique has been centered on Safety Audit. Safety audit is a process that seeks to ensure that when highway and traffic schemes are implemented they are as safe as practicable within the context of the purpose for which they are intended. A safety audit may be carried out by an individual auditor or by an audit team. In the context of this paper, the terms 'auditor' and 'audit team' are interchangeable.
