CURRENT ISSUES IN TRAFFIC CALMING PRACTICE

This chapter considers some important issues which have emerged from the European experience of traffic calming and suggests a strategy for comprehensive traffic calming in all built-up areas. On the continent traffic calming is seen as overall improvement to the environment and evidence is provided that a change in appearance can influence traffic speed. Other issues examined include a) space shared between pedestrians and vehicles, b) main road traffic calming, c) priority, d) legal versus physical limits, e) central or local regulation and f) the role of traffic calming in overall transport strategy. A strategy is suggested based on a 20mph speed limit for residential and distributor roads and main roads passing through busy areas. Costs and timescales are discussed.
